The Central Florida Tourism Oversight District Planning Board will meet on Friday to discuss amendments to its Land Development Regulations, bringing them in line with the 2045 Comprehensive Plan.

The 2045 Comprehensive Plan was adopted by the District’s Board of Supervisors last year “to provide the basis for future decisions regarding land use, development, conservation and infrastructure.” It includes provisions for a potential fifth Walt Disney World theme park, although there are currently no plans for a fifth gate.
The Comprehensive Plan required the Land Development Regulations (LDRs) be amended within one year of the plan’s adoption, ensuring the two documents have consistent information.
Proposed amendments to the LDRs associated with the Comprehensive Plan include updates to the development maximums, projected land area to be developed through 2045, updates to the development thresholds for water and waste, and updates to infrastructure.
Standards are also being adopted for floating solar facilities. Existing solar facilities can produce up to 100% of the daytime power needed for Walt Disney World on a sunny day. A floating facility would bring even more green energy to the resort, using untapped space — bodies of water instead of land.
Disney is also taking advantage of solar power with new trash cans.
Additional proposed amendments to the LDRs are for consistency with the Statewide Stormwater Rule, which went into effect in 2025.
Staff recommends the Planning Board approve the amendments, and we expect they will.
These updates come amid several ongoing expansions and updates at Walt Disney World, including Piston Peak National Park and Disney Villains Land at Magic Kingdom, Tropical Americas at Disney’s Animal Kingdom, Monstropolis at Disney’s Hollywood Studios, and Disney Lakeshore Lodge.
