D3-O9, the artificially intelligent droid that guests can speak to on screens aboard Star Wars: Galactic Starcruiser, may not be available on every cruise.
D3 is not only a test for things to come but also still being playtested herself. Disney states, “At this time, D3-O9 will be only available for a limited test period.” As D3 is tweaked, it’s possible she will be completely unavailable for some time, or available in a limited capacity.
D3-O9 does not appear in-person like most of the ship’s characters but is accessible on video screens throughout the Halcyon, including in guest cabins. Read more about her.

Hopefully she will improve as time goes on. She is in the testing stages after all.
Another case of “bait and switch”. We see this being used by the influencers but this will not be there for paying customers.
In this cases it’s probably good, as folks do not want D3-O9 looking and listening at them in their rooms anyway.
That said, the device is in the rooms, who is to say they aren’t actively looking and listing even though the device “appears” to be off and inactive.
