We found both spinners at Creations Shop in EPCOT.

Minnie Mouse Glow Spinner – $18.78
The Minnie spinner has a red and white polka dot bow between the ears.
Minnie stands in front of her fan, which lights up.
The handle is also red with white polka dots.
