These recyclable plates are available at Grandma Sara’s Kitchen in Critter Country, wedged between Splash Mountain and Haunted Mansion. The informational sign reads:

There’s magic in recycling…Plates with tags can be turned into recyclable material by peeling off the film.

The plates are covered in a film that can be peeled off and thrown out. The plates themselves, however, can be recycled.

The film features various iconic Disney Characters, including Tinker Bell, Mickey, Minnie, Donald, Daisy, Goofy, and Pluto. “Tokyo Disney Resort,” “Dream-Go-Round,” and “40” are also part of the design, commemorating the 40th anniversary of Tokyo Disneyland and the Tokyo Disney Resort. Small arrows indicate the little tabs where the film can be removed.

When the film peels off, each recyclable plate has a different character depicted at the bottom. This one has Goofy’s profile, with small versions of his hat around him.
