The government has fined Universal over $11,000 after an employee received an electrical shock and severe injuries during maintenance on Harry Potter and the Battle at the Ministry in Epic Universe.
Team Member Severely Injured
The employee was “severely shocked” by a 480-volt busbar, Florida Politics reports. According to OSHA records, the shock caused a dislocated shoulder, “numerous” broken ribs, and a fractured arm. The unidentified employee was hospitalized at Orlando Health in downtown Orlando.
The incident took place on April 24, 2025, about a month before the park’s official opening, amid guest previews. It happened at 7:22 a.m. before the park had opened to guests for the day.
A busbar is a metal strip inside an electric panel board, busway enclosure, or similar electrical system. The OSHA summary states the busbar for the Battle at the Ministry ride vehicles was not locked as it should have been. The ride vehicle “is normally locked out in three places and the electrical circuit to the buss bar that powers (the ride vehicle) is normally locked out during this procedure.”

OSHA’s investigation of the injury and site found “no unusual circumstances encountered … such as abatement problems, expected contest and/or negative employer attitude.”
OSHA originally fined Universal $16,550. Universal negotiated it down to $11,585.
This is just the latest story about injury at Epic Universe. Kevin Rodriguez Zavala passed away after riding Stardust Racers a few months ago. His family, represented by Ben Crump, recently reached a resolution with Universal. Universal settled another lawsuit with a guest who claimed she received a head injury on Stardust Racers.
