The Italy pavilion’s bell tower in EPCOT is surrounded by construction walls, scaffolding, and scrims.
Italy Pavilion Construction
The tower is a re-creation of St Mark’s Campanile, the bell tower of St Mark’s Basilica at Venice, Italy. The neighboring building is inspired by the Doge’s Palace. The scaffolding blocks the lower third of the tower from view.
Scrims cover the scaffolding and walls are around the base. The tower is blocked on all four sides. Though guests can never go in the tower, they are usually able to walk right up to it.


Disney didn’t announce any Italy pavilion construction projects so this is likely standard maintenance of the tower and/or the surrounding pavement.
A water fountain in the Italy pavilion is also out of order — but a guest stole the fountain’s “Out of Order” sign.
