Instead of removing the Festival of Holidays food booths and retheming them for Lunar New Year backstage, Disney has left the unthemed booths out in guest view. Typically, Disney removes the booths for the weeks between festivals.
Festival Food Booths at Disney California Adventure

Two food booths located near the Grizzly Peak area of Disney California Adventure have been left in guest view after theming for the Disney Festival of Holidays was removed. The festival ended on January 7. Signage has been removed and registers have been covered.

Near another unthemed booth, there is a large blue tarp covering what appears to be holiday decorations removed from the booths.

All of this is in guest view. The Lunar New Year Festival starts on January 23, so it is still two weeks out.
