Disneyland is preparing to build a new shopping district—not a third theme park—on the current Toy Story surface parking lot.

According to The Orange County Register, Disneyland filed confidential building permits with the City of Anaheim for the lot, which is at 250 and 350 W Katella Ave.

The outdoor shopping and dining area was teased as far back as 2021, as part of the $1.9 billion DisneylandForward expansion project. It was ultimately approved in 2024. Though Disneyland Resort already has Downtown Disney District, this would provide more space for a Disney Springs-esque outdoor mall.

The red pin in the above Google Maps image is the site of the current parking lot. A shuttle transports guests from the lot to the parks. It’s next to the Anaheim Convention Center and Anaheim Gardenwalk mall.

Concept art shows buildings and possibly a hotel around a central lagoon — not dissimilar to Disney Springs.

Though the parking lot would be eliminated, Disneyland has plans for a new 3.2 million square foot parking garage.

The new permits are in early stages of review.
